Executive Office
The Executive Office (EO) supports the Executive Director and the Deputy Executive Director. Management decisions based on the policy guidelines set out by the ASEF Board of Governors are implemented through the Executive Office. It is responsible for determining ASEF’s strategic objectives as well as for enhancing its performance. The Executive Office also ensures smooth and efficient co-ordination between ASEF and its stakeholders as well as between ASEF’s Departments and Task Forces.

Ambassador Karsten WARNECKE
Executive DirectorAmbassador Karsten WARNECKE is the 7th Executive Director of the Asia-Europe Foundation (ASEF) in charge of the management and administration of the organisation, the implementation of its programmes and policies, and representing the organisation. He joined ASEF as the 6th Deputy Executive Director in August 2012.
Before joining ASEF, Ambassador WARNECKE dealt mainly with Germany’s and the EU’s involvement in ASEAN and in the ASEM Process as part of his portfolio as Counselor at the German Federal Foreign Office in Berlin, where he served as Deputy Head of Division for Regional Organizations and Cooperation in Asia-Pacific.
A seasoned career diplomat with over 25 years of experience, including 20 years with Asia, Ambassador WARNECKE is adept at working in cross-cultural settings and in bringing people together from diverse backgrounds. Previous postings have seen him serve in the German Consulates-General in New York, USA, and Chennai, India, as well as the German Embassy in Singapore.
Ambassador WARNECKE holds an M.A. in International Relations from the School of Advanced International Studies (SAIS) of the Johns Hopkins University in Washington, D.C., after studying Political Science at the Free University in Berlin.
Ambassador WARNECKE, a native Berliner, is married and has 2 daughters and 3 sons, ranging in age from 29 to 9. -
Mr SUN Xiangyang
Deputy Executive DirectorMr SUN Xiangyang is the 7th Deputy Executive Director of the Asia-Europe Foundation (ASEF). He assumed the post in January 2017. As one of the two executive management members, Mr SUN supports the Executive Director, Ambassador Karsten WARNECKE, in the overall planning, management and administration of ASEF, as well as the implementation of its policies and programmes.
Mr SUN is a seasoned diplomat from China’s Ministry of Foreign Affairs (MFA), with over 25 years of experience. He has held the positions of the Division Director of the Asian Department, Counsellor of the International Economic Department, MFA, China, and Deputy Head of Mission and Political Counsellor in Brunei Darussalam and the Philippines. He has also served overseas stints in the Chinese Embassies in Indonesia, Malaysia and Myanmar.
His extensive diplomatic career has equipped Mr SUN with an insightful and multicultural understanding, and adept skills in inter-cultural and cross-sectoral dialogue and collaboration.
Mr SUN holds a B.A. in English literature from the Guangdong University of Foreign Studies.
He is married with a daughter.

Ms HUANG Haiqi
Office AssistantMs HUANG Haiqi joined the Asia-Europe Foundation (ASEF) as an office assistant in November 2017. She obtained her Bachelor of Arts from the Guangdong University of Foreign Studies in China and graduated from the S. Rajaratnam School of International Studies at the Nanyang Technological University in Singapore with a master’s degree in Asian Studies.
At ASEF, she assists in a broad range of the Executive Office’s duties, including secretarial support to the Deputy Executive Director, stakeholder relationship management, internal and external communication and liaison, meeting and event organisation, website administration and budget planning.
Haiqi is passionate about political science and enjoys every new challenge in her field. She has been a volunteer at a foundation in China working for poverty alleviation and vulnerable children in Morocco, Africa.
